15. In connection with this arises the problem of what military forces should do when oppositionary forces seriously violate human rights with respect to the civilian population. If members of the CRI had taken part in the conflict in these quarters, this would have led to civilian casualties. However, having retreated, they basically left peaceful residents at the mercy of terrorists. It has become evident that during the course of this war, neither side has made the issue of civilian security first priority.
